Not necessarily. A fuse panel is legal in an owner-occupied home and says nothing directly about the branch wiring behind it. What matters is what those circuits are wired in and whether they have been over-fused. We check both before recommending a scope.
In a basement or attic, look for white or dark-brown porcelain knobs holding single conductors clear of the joists, and porcelain tubes where wires pass through framing. The conductors run separately rather than together in a sheathed cable. Finding them does not prove they are live — determining that takes a meter.

Often, yes — and in York it is frequently the right answer. If previous owners already replaced the kitchen and bathroom circuits, retiring the two or three original runs that remain energised is a far smaller job than a full rewire and achieves the same safety outcome.
