The local rules are stricter than the provincial minimum, and that is what most out-of-town contractors get wrong here.

Oakville Hydro requires all new and replaced services to be underground, regardless of size. There is no overhead fallback, so any service change that a charger triggers includes civil work from the outset.
As in Toronto, an indoor meter has to move outdoors when the service is upgraded. On Oakville's older lakeside homes that is a real piece of exterior work.
Oakville applies a rule stricter than the provincial Code: no conductors are permitted above pools. For a charger feed heading to a detached garage or a driveway past a pool, that dictates the route.

The charger circuit itself follows the Ontario Electrical Safety Code as everywhere. What differs is Oakville Hydro's service rules — all new and replaced services go underground, indoor meters must relocate outdoors on upgrade — and a local prohibition on conductors above pools, which affects how an outdoor feed is routed.

Then it goes underground — Oakville Hydro does not permit overhead for new or replaced services at any size. That means trenching and restoration are part of the job from the start, and if your meter is currently indoors it will have to move outside.
Not usually. Charger size is set by what the vehicle accepts, not by house size. What large Oakville homes do change is the load calculation — pool equipment, extensive air conditioning and sometimes electric heat in an addition all reduce the headroom available.
Oakville works to a short deficiency-correction window, so anything flagged at inspection needs dealing with promptly rather than at leisure. We schedule with that in mind rather than treating an inspection date as the end of the job.
